I have a copy of "Postmark for Danger" (1955) at the end of which is a notice which reads, "SPECIAL EDITION (C) 2008 ALPHA VIDEO DISTRIBUTORS." The only thing "special" about this version is the copyright notice. Is it bogus?

Hello - It is not unusual for a seller of public domain films to add a copyright date to their disc creations. The disc and its menu, text etc. is what the date refers to, not the original copyright of the movie itself. This also protects them from others duplicating a disc for resale after they've gone through the effort of creating it.

They did register a copyright on this film in 2008 claiming that they had added "Ambient and Newly Created Sound Effects". It looks like they are claiming alterations to the film as well as the DVD menu/design. The registration is below:
